Once again.
What follows is a general statement regarding use of this echo which
originally appeared in early May, 1991. It has been updated to make
it current. You might call the following as the "rules" for this
echo. I neither intend nor want to repeat it often.
Since we now have all the NECs tuned into this echo, I'd like to
welcome all again and request that we make this a viable and useful
echo.
Its purpose is to give the Region 13 NECs a method for discussing
anything related to our jobs.
As Moderator, I'd like it to be a forthright and friendly echo where
what one has to say is respected by all. Flaming definitely is NOT
desired in any way; heated comments and innuendo are out of place
likewise. Let's be adults.
This echo is restricted and should not be made available to anyone
other than NECs, Regional Hubs (and their backups), and Stars within
Region 13. Participation by *C's is encouraged, especially where the
net concerned has no NEC. I would like it to be a place where we can
say our piece, reasonably, without finger-pointing, heat, smart-alec
comments, etc., in an effort to get the job done.
If anyone is aware of someone who may not yet be tuned in, please
advise me so they can be contacted or give them a yell yourself. The
discussions will be very important to all of the nets in Region 13.
It is my intent to publish imminent changes to Fidonet and backbone
procedures here for discussion. For those items of importance such as
updating the BOP (currently BOP_103.ARC) and Regional procedures, I
hope that all NECs of the region will take such matters to the nodes
of their nets for comments, votes, etc., and feed back that info here
as the position of your net regarding these important items.
I do not intend to bother you with votes if, in my opinion, the item
is something I can handle with asking you all for guidance. But
generally speaking, I intend to use this REC position to coordinate
your wishes, not dictate them. I will, in all appropriate cases,
provide you with my intended approach, with reasons, for doing
something. Unfortunately, I have learned that even NECs (and RECs for
that matter), say little about something unless it gores their ox.
So my approach has been and will be that "I intend to vote xxx on
xxxxxxxxx unless more than half of the NECs state otherwise."
This procedure is simply to keep things moving along so that the
almost 80% who don't seem to care will be forced to say something or
have that (whatever) put into place or not put into place whatever
the case may be. It would be absolutely grand if all NECs of this
region discussed these matters, but I have found that is too much to
hope for.
Why not prove me wrong? <G R I N>
Voting, when called for, will be informal and IN THIS ECHO. I don't
want netmail voting from the NECs on matters discussed in this echo.
All should see who wants what.
One last thing; it is not easy to discern who is a NEC in all cases in
the Region. I would hope that those nets who don't want a NEC to
please 'fess up and advise me so I can keep my lists up to date. Use
the UNEC flag in the node list or designate a specific number for the
NEC position. Likewise, when a NEC is replaced, PLEASE ask the new
one or the NC to advise who that person is with the node number
preferred for contact.
